Actually each state doesn't rule over it's laws. It's just when they made the
Constitution, there were certain things which weren'y invented yet (such as
the automobile) which the Founding Fathers said 'We'll let the States decide
about what to do about thing which we have't covered' whereas is Canada, they
said 'Hmmm, the Federal Government will have jurasdiction over everything that
we have not covered.' Language was invented back then, and henceforth
jurasdiction over is in in the hands of the Federal Government.
